take the needle valve out and clean it would be the proper way to do it. Take the floats off. the part that is stuck is the little thing that hangs by a spring off of the float. Clean it with some carb cleaner and clean where it fits in to the carbs.

 

and use some scotch brite or equivilant to knock off any corrosion on the needle and seat
